costs will be covered by advertisement and other revenue. V
In these circumstances it would be preferable if
possible to charge both revenue and expenditure
in the first place to a Suspense Account, carrying
only the net deficit or excess revenue to the
Colony's general account and so avoiding the
difficulties of exact estimating and probable
supplementary votes which will be needed if the
gross expenditure is to be charged to ordinary
expenditure votes. An additional reason for
avoiding such supplementary votes is, of course,
that it is not desired to give too much publicity
to the precise objects underlying the issue of the
review. I should be glad, therefore, to know
whether you would be prepared to approve charging
the revenue and expenditure to a Suspense Account
under Colonial Regulation 273.

It has been necessary to engage an
editor for the review, and Mr. E. O'Neil Shaw
has been appointed on a temporary two year
agreement in that post at a monthly inclusive
salary of $525. He will be expected to lend

assistance also in the ordinary work of the
Broadcasting Department, and for the time being will
probably discharge certain of the duties of Assistant
Secretary of that Department, which post is at the
moment vacant. I enclose a copy of an application
for appointment completed by Mr. O'Neil Shaw and
shall be glad to receive your approval of his
temporary engagement.
